Among the priorities in the European Union is the development of in vitro tests to replace the tests that are currently performed on animals because the ethical problems in the use of animals. The regulations of EU do not allow an animal experiment when an alternative method exists, (Council Directive 86/609/EEC, on the approximation of laws, regulations and administrative provisions of the Member States regarding the protection of animals used for experimental and other scientific purposes, J. Online Law 1 1–28, 1986). The 7th Amendment to the Cosmetics Directive, (Council Directive 2003/15/EC), aims to exclude the animal experiments in 10 years for all the human health effects. This Directive for example prohibits the tests on animals for cosmetics, (new finished products and ingredients), and the marketing in the EU of cosmetics that have been tested on animals. The new EU regulations, (Chemicals Policy, Registration, Evaluation and Authorisation of Chemicals, REACH), require the test of 30,000 chemicals, (Registration, Evaluation, and Authorisation of new and existing Chemicals, White Paper on  a Strategy for a Future Chemicals Policy.
